NTTは2023年9月15日、同社が長年研究開発を行い、標準化活動を主導してきた秘密計算技術について、初の標準規格「ISO/IEC 4922-1:2023」が国際標準化機構（ISO）から発行されたことを発表した。

秘密計算技術は、データを暗号化したまま一度も元に戻さず処理ができる技術で、情報漏洩や不正利用の防止に役立つ。

秘密計算技術のイメージ

学術的には古くから知られた技術ではあるが、発表によれば、様々な定義や評価軸が存在していたため、技術の理解・利用が進まないなどの課題があったという。そこで、NTTは、ISO/IECにて秘密計算技術の規格化を一から提案し、規格作成を主導。その成果として、2023年7月に秘密計算の初のISO規格である「ISO/IEC 4922-1:2023」が発行された。

今回発行された規格は秘密計算技術の定義、秘密計算技術に関する安全性の評価軸やユースケース例を規定。これにより、様々な分野において、秘密計算技術を同じ用語で説明することが可能となり、共通認識が持てるようになったという。また、今回の標準規格に続くかたちで、特に秘密分散技術を利用した秘密計算の方式を規定する「ISO/IEC 4922-2」も規格化の最終段階に入っており、こちらもNTTが規格化を主導している。

秘密計算技術による新たな価値の創造

NTTは引き続き、秘密計算技術の標準化に取り組むとともに、IOWNの主要機能の1つとして社会実装を進めるとしている。

歴代のユニフォームやオフィシャルグッズからランダムに生成された世界で1つのNFTを9月21日（木）より「Avispa Fukuoka Sports Innovation DAO」メンバーを対象に配布

アビスパ福岡株式会社が株式会社フィナンシェのサービス内で展開している「Avispa Fukuoka Sports Innovation DAO（以下、アビスパDAO）」が「Avispa Supporters NFT」を発行・配布することをお知らせいたします。

今回、アビスパDAOの共創プロジェクトの一部として、ファン・サポーターをモチーフとしたジェネレーティブNFTを国内プロスポーツチームとして初めて公式発行いたします。

フィナンシェは、スポーツやエンタメ、地域創生の領域で200以上のトークン及びNFTの企画・発行を支援しています。本取り組みでは、これまで培ったノウハウや知見を活かし、アビスパDAOの試みを支援していきます。

アビスパDAOは、2023年2月に発足した「Web3×スポーツの力で、福岡から世界に広がるイノベーションモデルを共創する」ことを目指す日本初のスポーツDAOです。現在DAOには700人以上のメンバーが所属しており、「スタメンボードの制作」や「ビジョンに掲示する選手名のひらがな表記」「SNSを活用したデジタルチラシ施策」など様々な施策を実行しています。

フィナンシェとアビスパDAOは、本企画を通じてトークンやNFTを活用した新たなファン体験の創出、ファンエンゲージメント向上に取り組んでまいります。

●「Avispa Supporters NFT」について

「アビスパサポーター」を主役にしたキャラクターデザインが特徴で、アビスパDAO内のガバナンス投票にて決定された「10デザインの歴代ユニフォーム」やDAOメンバーから募集した「アビスパならではのアイテム」などが構成パーツとなり、独自のプログラム処理で自動生成されたNFTアートです。

それぞれのアートは唯一無二のビジュアルと価値を有しています。

●ユーティリティ（保有特典）について

本NFTの保有者は、自分だけの特別なアートワークとして自身のSNSのアイコンに設定したり、またアートワークを額装して部屋に飾ったり、自分だけのグッズを作るなど、アビスパ福岡を応援する様々な楽しみ方が可能です。

JPYC社は今年3月、第三者型前払式支払手段のライセンスを取得。年末までに決済サービス「JPYC Pay」のβ版を提供する予定となっている。

これにより「JPYC Pay」各加盟店の店頭やECサイト、ふるさと納税などで「JPYC」の利用が可能になる。

なお加盟店にとっては、既存のクレジットカードやQRコード決済に比べ、非常に安い決済手数料で「JPYC」を日本円に償還することが可能になると説明されており、2023年4月現在の予定で決済手数料は1％になるとのことだ。

なおこれまでJPYC社が取得していた「自家型前払式支払手段」では、ユーザーが購入した「JPYC」は、「JPYC販売所」にてギフト券（Vプリカ、gifteeBox）との交換や、静岡県川根本町の施設宿泊券との交換で利用ができていた。

［東京　１１日　ロイター］ - ＪＦＥホールディングス(5411.T)は１１日、海外投資家向け公募増資の新株発行価格を２１７２円５０銭に決定したと発表した。同日の株価終値（２２４０円）を約３％下回る水準となる。払い込み期日は２０日。

新株予約権付社債（転換社債＝ＣＢ）を含めた調達資金は約２０４０億円。調達資金は電磁鋼板の生産能力増強、温暖化ガス排出の少ない電気炉導入など脱炭素関連投資に充てる。

同社は海外で普通株式２５００万株を新たに発行し、３０００万株の公募による自己株式を処分する。ＣＢは５年債で、発行額は９００億円。

三菱UFJ信託銀行や三井住友信託銀行、それにNTTデータなど国内の8つの企業は11日、都内で記者会見を開き、来月、デジタル資産を発行するための新たな会社を共同で設立すると発表しました。

この会社は、円やドルなどの法定通貨を裏付けとし、ブロックチェーン技術を活用した「ステーブルコイン」と呼ばれるデジタル資産の発行やその基盤となるシステムの開発などを行います。

このうち、主に企業間の決済に使う「ステーブルコイン」は、来年夏ごろの発行を目指していて、貿易取引などで従来よりも決済のスピードが向上するほか、手数料も大幅に引き下げることが可能だとしています。

１．背景と目的

三菱UFJ信託銀行では、2023年6月施行の改正資金決済法に則ったステーブルコインを発行するためのインフラとして、「Progmat Coin」基盤の開発を主導しています。Ethereumなどのパブリックブロックチェーンを含む各種ブロックチェーン上でのステーブルコインの発行と滑らかな相互移転・交換を企図し、各種技術提携[2]も発表してまいりました。「Progmat Coin」基盤を用いたさまざまなブランドのステーブルコインは、取り扱う仲介業者が関係当局へのライセンス登録を完了し次第、発行・流通が可能となる予定です。

本共同検討は、「Progmat Coin」基盤を用いたステーブルコインブランドの1つとして、金融機関が連携して国産のステーブルコインを発行することを目標に、各種知見の共有と技術検証、具体的な実務構築を加速させ、速やかに社会実装することを目的としています。

２．各社の役割分担

本共同検討における、MUFG内の役割分担は以下のとおりです。

３．今後の予定

本共同検討は、以下のようなステップで進めていくことを想定しています。

①  各銀行の想定ユースケースにおける有用性検証（プログラマビリティ、移転範囲設計など）

②  各銀行におけるパブリック（パーミッションレス）ブロックチェーンの特性把握

(2)  商用化Phase1（領域限定）

【目的・実現目標】“国産ステーブルコイン”の速やかな発行

(3)  商用化Phase2（領域解放）

【目的・実現目標】“国産ステーブルコイン”の利便性最大化

仲介者が日本国内でステーブルコイン（電子決済手段）を業として取り扱うためには、改正資金決済法で新設された「電子決済手段等取引業」のライセンスを取得する必要があります。法律施行から“1号業者”が新たにライセンスを取得するまでに概ね1年を要する（2024年6月頃）と想定し、「商用化Phase1」を2024年前半に実現することを目指します。

インターナショナル・ファイナンシング・レビュー（ＩＦＲ）のデータによると、５日には少なくとも２１件の投資適格債の発行が予定されている。英食品・日用品大手ユニリーバや米たばこ大手フィリップ・モリス・インターナショナル（ＰＭＩ）(PM.N)、ドイツ自動車大手フォルクスワーゲン（ＶＷ）(VOWG_p.DE)などの名前が上がっている。

９月は１０００億─１５００億ドルの新規債券発行が見込まれるという。

ＩＣＥ　ＢＡＭＬのデータによると、米投資適格債の平均利回りは４日時点で５．７３％。年初は５．４７％、米連邦準備理事会（ＦＲＢ）が利上げを開始した２０２２年１月は２．４４％だった。

ＴＤセキュリティーズＵＳＡの米国金利戦略責任者、ゲンナディ・ゴールドバーグ氏は「９月は供給が非常に多くなる傾向があり、新発債の購入余地を作るために国債や既存の債券を売却する人が多い」と述べた。

熊本市「グリーンボンド（環境債）」発行へ 50億円調達、地下水 ... - 熊本日日新聞

　熊本市は8日、市の環境保全事業に充てる資金を市場から調達するため、地方債「グリーンボンド（環境債）」を年内に発行する方針を示した。県内の市町村が発行するのは初めてで、50億円を調達して主に市の特色である地下水の保全事業に活用する方針。市財政課によると、地下水保全を目的にした環境債の発行は全国的に珍しいという。

　環境債は市場公募債の一種。地球温暖化対策といった環境保全に必要な資金を確保するため自治体などが発行している。発行主体が環境への取り組みをPRできるメリットもある。

　市は2022年度に発行に向けた検討作業に着手。23年度の一般会計当初予算に300万円を計上しており、主に発行に必要な外部評価機関の認証取得費に充てる。調達した資金の具体的な使い道や利率、償還期間は認証取得後に市が決める。

　この日の市議会一般質問で、大西一史市長が公明党市議団の吉田健一氏に環境債の発行について答弁。「地下水を将来にわたって守るため、保全の取り組みを投資家らに後押ししてほしい」と述べた。

　環境債は環境保全意識の高まりを受けて投資家の需要が高い。自治体にとっても通常の市場公募債より利率がわずかに低くなるメリットがあり、発行が相次いでいる。総務省の資料によると、22年度は国内16自治体が計1493億円を発行した。熊本県は23年11月と24年3月、全国27道府県・14政令指定都市と共同で計1千億円（県分は50億円）を発行予定。（河内正一郎）

さらに、大統領からの「明確な支持」と議会の承認なしに発行されることはないとも述べた。

バー氏は「米国通貨の発行者として、さらに決済システムの運営者として、ＦＲＢはＣＢＤＣ発行がもたらす動向やトレードオフを理解する必要がある」とした上で、調査や考察は導入に関する実際の決定とは大きく異なると強調した。

　情報通信省によると、全国の通信事業者は10日以降、代理店でのSIMカードの発行を停止する。詐欺やイタズラ、迷惑目的の電話・メッセージの発信に使われるSIMカードに対する取り締まりを強化することが狙いだ。

　通信事業者は今後、直営店と、家電販売チェーンや携帯電話販売チェーンなどの有力な小売チェーンを通じて新規加入者の開拓に注力していく。

　情報通信省によると、毎月約150万枚のSIMカードが発行されており、このうち8割は代理店で、2割は通信事業者の直営店か外部の小売チェーンで販売されている。

　なお、ベトナム軍隊工業通信グループ(ベトテル＝Viettel)、ビナフォン(Vinaphone)、モビフォン(MobiFone)の通信事業者大手3社はこれに先立つ6月1日に、代理店でのSIMカードの発行を停止している。

メルカード、発行9カ月で150万枚突破 3割は「売上金」で支払い - Impress Watch

メルペイは7日、「メルカード」の発行枚数が150万枚を突破したと発表した。'22年11月のスタートから約9カ月での達成となる。

メルカードは、「メルペイスマート払い」の利用でメルカリで最大4%のポイント還元など、メルカリとの連携が特徴のクレジットカード。年会費は無料で、国際ブランドはJCB。

メルペイでは、好調の要因として、利用者の3人に1人が支払いにメルカリの「売上金」を使っていることと説明する。支払いは、ひと月分をまとめて行なうほか、個別に利用分を選んで先に清算することも可能で、メルカード利用者の約34.2％が、「メルカード・メルペイスマート払い」の支払いに売上金を利用している。

3月の前回調査と比べると、売上金の利用する人の割合は1.6倍に増加し、「徐々に浸透している」という。また、メルカード利用者の82.7％がメルカリ内での出品経験があり、メルカード非利用者(61.2％)と比較して21.5ポイント高い。メルカードにより、メルカリ利用が活発化している。

また、メルカードでは利用当日から翌月末日まで好きなタイミングで支払いでき、ひと月分をまとめて支払うだけでなく、「まえもって支払う」機能により、個別に利用分を選んで先に支払える。メルペイの調査では、メルカード利用者のうち、Z世代(28.6%)は他世代(22.4％)と比較して「まえもって支払う」機能を利用している割合が高いという。

メルペイが8月に実施したZ世代(1995年4月1日～2006年3月1日生まれ)へのアンケートでは、あと払いへの抵抗感を示す声や、都度支払いしたい、など「個別精算」を好む声が寄せられていたという。従来のクレジットカードでは「ひと月まとめて」の支払いが一般的だが、個別精算への対応がZ世代にも支持される理由とする。

インボイス対応の請求書発行クラウド「freee請求書」、スマホアプリを提供 - クラウド Watch

　freee株式会社は6日、インボイス制度に対応した請求書を無料で作成できるサービス「freee請求書」において、スマートフォンアプリ（iOS／Android）を提供開始したと発表した。

　freee請求書は、金額を入力するだけでインボイスの計算方法で自動計算し、適格請求書の項目も満たした請求書を発行可能なサービス。見積書・納品書など、請求書以外にもさまざまな書類を作成でき、請求や入金のステータスを一覧画面で管理することで、請求書の送り忘れや入金漏れを防げるという。

　今回は同サービスで利用できるスマートフォンアプリを提供する。これにより、インボイス制度開始に伴って新たに請求書に記入が必要となった項目「税率ごとの消費税額及び適用税率」「適格請求書発行事業者の登録番号」に対応した請求書の発行が、外出先や移動中でも手軽に行えるようになるとした。

　帳票の発行枚数に制限はなく、何枚でも無料で請求書・見積書・発注書・領収書・納品書の発行を行える。作成した請求書は、そのままスマートフォンアプリ上からメールで送ることも可能。電子帳簿保存法にも対応しているため、発行した帳票を紙で保存する必要もないという。

　またfreee請求書をクラウド型会計システム「freee会計」と連携させることで、入金ステータスを自動で管理可能になるほか、作成した請求書の情報をもとに、freee会計上で仕訳登録に必要な情報（勘定科目・税率など）の登録を行えるとのこと。加えて、PCブラウザで作成した請求書を、移動時間や外出先でスマートフォンから編集することも可能。急ぎ修正が必要になった場合でも、手軽に修正を行えるとしている。

［東京　６日　ロイター］ - 自民党の麻生太郎副総裁は６日、角川ドワンゴが運営する通信制高校で講演し、やみくもな国債発行を行なえば「あの国は危ないと思われ、通貨価値が下がり金利が上昇する」と指摘し、「節度が必要」と述べた。

日本国債は全て自国通貨建てで売買されており、債務残高増大によって「急に大騒ぎになることはない」とも述べた。

足元の円安の主な理由は「米国の金利上昇」と指摘し、２国間の金利差が３％以上拡大すれば通貨は下落すると説明。「日本の財政政策がおかしいからではない」との見方を示した。

少子化・人手不足の対応手段としては「外国人労働者（の採用を）もう少し前向きに検討してもおかしくない」と述べた。また、同一労働においては外国人も日本人の待遇と同一であるべきとの見解を示した。

麻生副総裁は、優秀な学生が省庁への就職を敬遠し起業を選択していると指摘し、「その中から、これからの日本を背負って立つ企業が現れてほしい」と述べた。
